procedures and incompatibilities :
The judges of the Supreme Arbitration Court of the Russian Federation
are appointed by the Council of Federation (Upper House of the Parliament)
upon the recommendation of the President of the Russian Federation
backed by the President of the Supreme Arbitration Court of the
Russian Federation. incapabilities: lack of legal experience - less
than 5 years, age limit - less than 35 years, criminal records in
the past, certain diseases the list of which is defined by the Council
of Judges.
Internal
organization :
The President of the Court has 6 deputies, there are 2 panels (for
administrative and civil cases) of judges, 6 sections of judges.
Publications
:
The court issues the bulletin on judicial practice. Yearly reports
are circulated among arbitration courts and governmental agencies
of the Russian Federation.

of entrepreneurial and other economic activities (administrative
and civil cases in business)
Organization
of the courts system :
In Russia there are 84 regional arbitration courts, 20 appellate
arbitration courts, 10 federal cassation district courts and the
Supreme Arbitration Court of the Russian Federation
Powers of
the judge (annulment, reversal, compensation, etc.) :
The judge can annul decisions of administrative government and regional
agencies (fiscal, budget, custom, competition and so on), pass a
decision of administrative penalties, annul normative regulations,
(except federal laws and other acts that are subject to examination
by the Constitutional Court of the Russian Federation), annul business
contracts, adopt decisions on compensation, on tax collection, on
obliging a party to enter into a contract, making amendments to
contracts, resolve insolvency cases etc.

No advisory authority is established within the frames
of the Court and the Court does not exercise advisory functions
Authority
and publicity of the advices :
However, the Supreme Arbitration court
may analyze judicial practice and adopt binding recommendation to
courts regarding the application of laws and regulations in order
to ensure the uniformity of judicial practice.
